The Director of R.I.S.E.U.P Youth Services is responsible oversight, administering regulations, policies, procedures, and practices; planning, organizing, developing, implementing and coordinating the Youth programs at Elmcor. This position reports to the Director of Behavioral Health Services and Executive Director in a Senior Leadership Matrix reporting structure.

Essential Duties and Responsibilities include, but are not limited to:

Planning and implementing R.I.S.E.U.P Youth Services (Prevention, Recreation, After-School/Summer Camp, and STEM) , Monitor all program outreach activities, program assessment, program evaluation, reporting and providing a range of program services in coordination with Executive Director, Director of Behavioral Health Services, Youth Program Supervisory staff, Evaluators and Development consultants.
Work with Elmcor’s youth services partners including Article 28, 31 and 32 Providers, schools, Community Based Organizations, Faith Based Organizations, Legislators, to ensure program youth are receiving required services
Ensure completion of program activities to be in compliance with all approved workplans and based on prevention and youth development principles
Maintain contact with current funders, contract managers. Complete required monthly reports and statistical data, quarterly reports, and continuation of Funding Applications (CFA).
Plans and coordinates program services along with Director of Rehabilitation;
Provide direct supervision to R.I.S.E.U.P Youth Services supervisory staff to ensure accountability and growth of all youth programs
Identify and Coordinate facilitation of evidence based programming based on community needs, adhering to funding source mandated levels of EBP service delivery;
Responsible for quality assurance including chart reviews, program evaluations.
Review budgets and assist in budget modifications and adjustments narratives.
Revise and update policy and procedures manuals, forms, and systems a needed.
Participating member of Elmcor Directors, Leadership Team, Grants Development Team, and CQI committee.
Represent the organization on external bodies, such as community boards, coalitions, taskforces, planning groups and other roles that place Elmcor in the community.
Responsible for selection, hiring and performance reviews department area staff.
Develops community linkages relative to needs;
Initiates public information forums as needed and as is relative to prevention issues;
Maintains up to date data on community risk/protective factors;
Provide supervision, staff development opportunities, and monitoring of staff’s performance by maintaining a work environment that provides maximum support for well-being;
Conducts departmental meetings;
Coordinates staff scheduling, ensuring adequate staff coverage.
Assures that youth service delivery is not interrupted by staff vacancies or absences.
Maintains a climate which attracts, keeps, and motivates a staff of top-quality people.
Participates in fundraising activities.
Assists with organizing and implementing agency wide events.
May be required to work evenings and weekends.
Works with cost consciousness.
Monitors use of petty cash funds
Assists with prospecting and applying for funding to support enhanced and new initiatives;

Supervisory Responsibilities:

Oversight of all Youth Services supervisory and prevention staff.
Is responsible for the overall direction, coordination, and evaluation of the department.
Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work, appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Education and/or Experience:

Master’s degree in social/Human services or related clinical field or;
BS/BA Degree from an accredited college with a major in counseling, psychology, social work or a human service related discipline and 2 years’ supervisory experience working with applicable populations; or
A Credentialed Prevention Professional (CPP); and 2-3 years’ supervisory experience working with applicable populations.
Must have computer skills.
Must successfully complete a criminal background check, obtain clearance from the Office of Children and Family Services and be drug-free.

Employment Type: Full Time

Bi-lingual (Spanish/English) a plus

Salary Details: 65k to 70k depending on experience
